safe是安全，bet是赌博和赌注，safe bet的意思是“必胜的赌注; 有把握的事情”，换句话说，就是我们中文里常常会说到的“某事已经板上钉钉了”。

It's a safe bet that the number is much higher now.
我们可以肯定地说，这个数字现在又增长了不少。
