中国将实现人民币“资本项目可兑换”

China will take a series of reforms to further increase the capital account convertibility of renminbi, and make yuan, a more freely usable currency, governor of the People's Bank of China (PBOC) Zhou Xiaochuan said on Saturday.

中国人民银行行长周小川18日表示，中国将进行一系列改革，进一步增强人民币的资本项目可兑换性，使人民币向可自由使用货币方向发展。

“资本项目可兑换”的英文表达就是capital account convertibility，是指一种货币不仅可以在国际收支经常性往来中，将本国货币自由兑换成其他货币，而且可以在资本项目上进行自由兑换。

周小川表示，中国将进一步expand cross-border investment channels for individual investors(拓宽个人境外投资渠道)，relax foreign exchange regulations(放松外汇管制)，facilitate access to the Chinese capital markets by overseas institutional investors(促进境外机构投资者进入中国资本市场)，further facilitate the international use of renminbi(进一步推动人民币国际化)。

周还表示，目前人民币加入国际货币基金组织的basket of the Special Drawing Rights(特别提款权货币篮子)的评估正在有序进行，中国也会加快自身改革推动这一进程。

谈及国内经济，周小川指出，中国的macro-financial condition(宏观经济条件)依然保持稳定，尽管the economy is facing some downward pressure(经济面临下行压力)。在房地产方面，中国将继续落实differentiated housing mortgage policy(差别化房贷政策)，支持healthy housing demand(健康的住房需求)。
