日本解禁“集体自卫权”

A joint statement of the New Guidelines for US-Japan Defense Cooperation was released after the US and Japanese foreign and defense ministers met in New York City Monday morning. Under the new guidelines, Japan will have the rights to exercise collective self-defense.

4月27日早上，美国和日本外长、防长在纽约会见，并公布了新的《美日防卫合作指针》。根据新的指针，日本将有权行使“集体自卫权”。

“集体自卫权”可以用the right of collective self-defense表示，collective指“集体的，共有的”。self-defense指“自卫”，defense在这里是“防御;防守”的意思，动词原形为defend，自卫也可以用defend oneself表示。所谓“集体自卫权”，即与本国关系密切的国家遭受其他国家武力攻击时，无论自身是否受到攻击，都有使用武力进行干预和阻止的权利。

此前日本二战投降后，日本的宪法解释禁止自卫队(Self-Defense Forces，SDF) 行使“集体自卫权”，只允许行使个别自卫权(individual right to self-defense)，即在本国受到攻击时行使武力。日本内阁2014年7月通过修改宪法解释(reinterpret the constitution)、解禁集体自卫权(lift ban on exercising the right of collective self-defense)的决议案，此举引起了国内外的严厉批评(evoke harsh criticism both from home and abroad)。

此次《美日防卫指针》的发布，允许日本武装力量在全球扮演更具进攻性的角色(take on more ambitious global role)，将允许美日在提升导弹防御能力(Ballistic Missile Defense capacities)、空间安全(space security)等方面进行合作。
