　　1二者区别 用法不同：

　　1、congratulation to sb：to后跟主语宾语，表示祝贺某人。

　　2、congratulation sb on Sth：用祝贺的人作直接宾语，on后跟出祝贺的事件。

　　侧重点不同：

　　1、congratulation to sb：侧重在于对某人的祝贺。

　　2、congratulation sb on Sth：侧重在于对某件事祝贺某人。
