境外商家向中国游客推出“超国民待遇”

Overseas sellers plan to give "super-national treatment" to Chinese tourists to promote their spending during the upcoming China's National Day holiday.

为迎接即将到来的中国国庆假期，境外商家计划向中国游客推出“超国民待遇”来拉动消费。

超国民待遇(super-national treatment)原来指改革开放初期中国针对来华投资的外国企业给予的税收等优惠政策的说法，也叫“超优惠税收政策”(super-preferential tax policies)。

我们这里所说的“超国民待遇”则是指境外商家为了吸引中国游客前去消费，专门推出针对中国游客的价格优惠政策(preferential price policies)。

据媒体报道，全球有数十万境外商家计划在十一黄金周期间，专为中国游客推出“支付宝价”(favorable price via Alipay)，中国游客只要通过支付宝付款，即可享受15%的折扣。另外，全球有16个机场向中国游客提供通过支付宝退税的服务(offer the option of receiving tax refunds through Alipay)。

据世界旅游组织统计，2016年中国出境游客人数达到1.35亿，国际旅游支出(overseas travel expenditure)增长至2610亿美元，连续四年蝉联全球出境游人次世界冠军(the top country of outbound travelers)。
