“给...记功”可以用award someone a merit citation或者honor someone with a merit citation，上面例句中的主语都是获得这些荣誉的人，所以使用了被动语态。此外，我们原来说过“授旗”用confer a flag to表示，其实，这里的“授予荣誉”也可以用confer a merit citation to someone表示。
