近日，中共中央、国务院印发《深化新时代教育评价改革总体方案》，要求改革对学生、教师、学校的评价体系，培养德智体美劳全面发展的社会主义建设者和接班人。方案强调，要遵循科学评价原则，扭转长期形成的不科学的教育评价导向。

China has issued a guideline for deeper reform of its evaluation systems for students, teachers and schools to facilitate the cultivation of young people with morals, intellectual and physical capabilities, artistic appreciation, as well as a healthy work ethic and competence in work skills. The guideline, jointly issued by the Communist Party of China Central Committee and the State Council, stressed the need to adhere to scientific evaluation principles and eliminate long-term problems in education evaluation standards.

教育评价被誉为教育的“指挥棒”。改革开放以来，特别是进入21世纪以来，我国在教育评价制度改革方面作了许多探索，取得积极进展。但在教育评价实际工作中，仍存在不少突出问题，主要是一些地方和学校片面地以考试成绩评价学生、以升学率评价学校、以发表论文数量评价老师，重结果评价轻过程评价，评价方法不够科学，对评价结果重视不够等。加快构建与新时代教育事业发展目标任务相适应的教育评价制度，已成为一项重要而紧迫的任务，势在必行。

《深化新时代教育评价改革总体方案》对新时代教育评价改革作出了系统部署。这是首次由中共中央、国务院出台教育评价改革文件，在新中国教育史上具有划时代意义。方案围绕党委和政府、学校、教师、学生、社会五类主体，坚持破立结合，系统设计改革任务。对于党委和政府教育工作的评价改革，“破”的是短视行为和功利化倾向，“立”的是科学履行职责的体制机制。在改革学校评价方面，“破”的是重分数轻素质等片面办学行为，“立”的是立德树人落实机制。改革教师评价，“破”的是重科研轻教学、重教书轻育人等行为，“立”的是潜心教学、全心育人的制度要求。改革学生评价，“破”的是以分数给学生贴标签的不科学做法，“立”的是德智体美劳全面发展的育人要求。改革用人评价，“破”的是文凭学历至上等不合理用人观，“立”的是以品德和能力为导向的人才使用机制。

【重要讲话】

教育引导学生珍惜学习时光，心无旁骛求知问学。教育引导学生树立高远志向，历练敢于担当、不懈奋斗的精神。教育引导学生培养综合能力，培养创新思维。帮助学生在体育锻炼中享受乐趣，提高学生审美和人文素养，在学生中弘扬劳动精神。

The students should be encouraged to treasure their time in school and concentrate on seeking knowledge in an undistracted manner. Efforts should be made to educate and guide the students to set their sights high, foster their sense of responsibility, striving spirit, comprehensive capability, creative thinking, love for sports, aesthetic taste and hard-working spirit.
