中共中央总书记、国家主席、中央军委主席习近平3月9日在出席十三届全国人大四次会议解放军和武警部队代表团全体会议时强调，要实现“十四五”时期国防和军队建设良好开局。他指出，要大幅提升国防科技创新能力和水平。
President Xi Jinping stressed achieving a good start in strengthening national defense and the armed forces during the 14th Five-Year Plan (2021-2025) period on March 9. Innovation in defense-related science and technology must be significantly boosted, he said. Xi, also general secretary of the Communist Party of China Central Committee and chairman of the Central Military Commission, made the remarks while attending a plenary meeting of the delegation of the People's Liberation Army and People's Armed Police Force, at the fourth session of the 13th National People's Congress, the top legislature.

“十四五”时期是我国全面建成小康社会、实现第一个百年奋斗目标之后，乘势而上开启全面建设社会主义现代化国家新征程、向第二个百年奋斗目标进军的第一个五年。2020年10月29日通过的《中共中央关于制定国民经济和社会发展第十四个五年规划和二〇三五年远景目标的建议》中指出，要加快国防和军队现代化，实现富国和强军相统一。
建议提出：提高国防和军队现代化质量效益。加快军事理论现代化，与时俱进创新战争和战略指导，健全新时代军事战略体系，发展先进作战理论。加快军队组织形态现代化，深化国防和军队改革，推进军事管理革命，加快军兵种和武警部队转型建设，壮大战略力量和新域新质作战力量，打造高水平战略威慑和联合作战体系，加强军事力量联合训练、联合保障、联合运用。加快军事人员现代化，贯彻新时代军事教育方针，完善三位一体新型军事人才培养体系，锻造高素质专业化军事人才方阵。加快武器装备现代化，聚力国防科技自主创新、原始创新，加速战略性前沿性颠覆性技术发展，加速武器装备升级换代和智能化武器装备发展。

要强化创新驱动，以更大力度、更实举措加快科技自立自强，充分发挥科技对我军建设战略支撑作用。
We should use scientific and technological innovation to drive its development. We must intensify efforts and take more concrete measures in the pursuit of independent innovation in science and technology, to fully leverage the role of science and technology as the strategic support for military development.
