国家发展改革委等28个部门印发《加快培育新型消费实施方案》，提出24项举措进一步培育新型消费、促进线上线下消费。方案指出，支持新型消费发展，对保障居民日常生活需要、全面促进消费、培育完整内需体系和构建“双循环”新发展格局具有重要意义。
China outlined 24 measures to further cultivate new types of consumption and promote the growth of both online and offline consumption, according to a document jointly released by the National Development and Reform Commission and 27 other departments. According to the document, the measures will help meet residents' daily needs, fully spur consumption, foster a complete system for domestic demand and are of great importance to build the new dual-circulation development pattern.

近年来，我国以网络购物、移动支付、线上线下融合等新业态新模式为特征的新型消费迅速发展，特别是新冠肺炎疫情发生以来，传统接触式线下消费受到影响，新型消费发挥了重要作用，有效保障了居民日常生活需要，推动了国内消费恢复，促进了经济企稳回升。但也要看到，新型消费领域发展还存在基础设施不足、服务能力偏弱、监管规范滞后等突出短板和问题。今年的《政府工作报告》提出：运用好“互联网+”，推进线上线下更广更深融合，发展新业态新模式，为消费者提供更多便捷舒心的服务和产品。
《加快培育新型消费实施方案》提出培育壮大零售新业态、积极发展“互联网+医疗健康”，深入发展数字文化和旅游，有序发展在线教育，畅通农产品流通渠道，加强新一代信息基础设施建设，推进新型城市基础设施建设，加快以新技术促进新装备新设备应用，加强新职业新工种开发和培训，强化财政支持等多项措施。

要建立起扩大内需的有效制度，释放内需潜力，扩大居民消费，使建设超大规模的国内市场成为一个可持续的历史过程。
We should set up an effective system to boost domestic demand, unleash the potential of domestic demand and encourage consumer spending, thus making the formation of a super-sized domestic market a sustainable course of history.
