中共中央政治局近日召开会议，听取“十四五”时期积极应对人口老龄化重大政策举措汇报，审议《关于优化生育政策促进人口长期均衡发展的决定》。
A meeting of the Political Bureau of the Communist Party of China (CPC) Central Committee heard reports on major policy measures to actively address the aging of the population during the 14th Five-Year Plan period (2021-2025). The meeting reviewed a decision on improving birth policies to promote long-term balanced population growth.

党的十八大以来，根据我国人口发展变化趋势，党中央、国务院审时度势先后作出单独两孩、全面两孩等重大决策部署，取得了积极成效。
从第七次全国人口普查数据看，目前0-14岁少儿人口占比从2010年的16.6%提高到2020年的17.95%。近年来，由于政策调整原因全国累计多出生二孩1000多万人。出生人口中二孩占比由2013年的30%左右上升到近年来的50%左右。出生人口性别比从2013年的118降至目前的111左右。
当前，我国正处于人口大国向人力资本强国转变的重大战略机遇期，立足国情，遵循规律，实施一对夫妻可以生育三个子女政策及配套支持措施，能够最大限度发挥人口对经济社会发展的能动作用，牢牢把握战略主动权，积极应对生育水平持续走低的风险，统筹解决人口问题，为全面建成社会主义现代化强国创造良好的人口环境。
