The draft resolution was drafted by Egypt. The resolution is almost identical to the core of a previous Security Council draft resolution vetoed by the United States. The resolution expresses grave concern at the catastrophic humanitarian situation in the Gaza Strip and the suffering of Palestinian civilians and stresses the need to protect Palestinian and Israeli civilians in accordance with international humanitarian law. The resolution calls for an immediate humanitarian ceasefire in the Gaza Strip, the immediate and unconditional release of all detainees, and the ensuring of unimpeded humanitarian access. In addition, the resolution decided to suspend the tenth emergency special session and authorized the President of the General Assembly to resume the session at the request of Member States.

At the same meeting, Austria and the United States proposed amendments to the relevant draft resolutions, respectively, to mention and explicitly oppose and condemn the Palestinian Islamic Resistance Movement (Hamas). Neither amendment was adopted as the votes in favour did not reach the required two-thirds majority.
