He made the remarks during a phone conversation with Philippine Secretary of Foreign Affairs Enrique Manalo.

Wang Yi said the severe difficulties facing China-Philippines relations right now are rooted in the fact that the Philippine side has changed its policy stance so far, reneged on the promises it has made, constantly provoked troubles at sea, and undermined China's legitimate and lawful rights.

王毅表示，当前中菲关系面临的严重困难，根源在于菲方迄今改变政策立场，出其不意，不断在海上制造事端，损害中方正当合法权益。

He said China is always committed to resolving differences through dialogue and consultation to jointly maintain maritime stability.

中方一贯致力于通过对话协商解决分歧，共同维护海上稳定。

Manalo said the Philippine side is willing to strengthen dialogue with China and jointly seek a solution to the issue of the Ren'ai reef.

马纳洛表示，菲方愿与中方加强对话，共同寻求仁爱礁问题的解决方案。

The two sides agreed to hold a meeting for Bilateral Consultation on the South China Sea as soon as possible.

双方同意尽快举行南海问题双边磋商会议。
