Day 77 Two years ago, the nearby town of Ocean View built a new municipal golf course and resort hotel

The following recommendation appeared in a memo from the mayor of the town of Hopewell.

“Two years ago, the nearby town of Ocean View built a new municipal golf course and resort hotel. During the past two years, tourism in Ocean View has increased, new businesses have opened there, and Ocean View's tax revenues have risen by 30 percent. Therefore, the best way to improve Hopewell's economy—and generate additional tax revenues—is to build a golf course and resort hotel similar to those in Ocean View.”

Write a response in which you examine the stated and/or unstated assumptions of the argument. Be sure to explain how the argument depends on these assumptions and what the implications are for the argument if the assumptions prove unwarranted.

五问：

（1）最后一句话“Therefore, the best way to improve Hopewell's economy—and generate additional tax revenues— is to build a golf course and resort hotel similar to those in Ocean View”是结论，其余部分是事实，值得反驳吗？

（2）本题属于典型的类比题，大家应该尝试回顾我们的基础理论：到底什么样的类比才是好的类比？ Ocean View与Hopewell两个地方需要有哪些相同的特质一致，我们才能说两个地方应该采取相同的发展策略？比如：具备建高尔夫球场的空间环境和消费水平，本身是旅游城市等。

（3）本题中还包含了时间轴论证的特质：两年前 Ocean View所执行的策略一定适合两年后的 Hopewell吗？时间的变化是否可能导致很多因素的变化？你能罗列一两个这样的因素吗？比如：经济状况、人们消费水平等。

（4）原文将 Ocean View所取得的成就全部都归结于“ build a golf course and resort hotel”，你认为合适吗？这个结果一定是由“ build a golf course and resort hotel”带来的吗？一定是唯一的原因吗？一定是最重要的原因吗？是否可能是当地其他产业，如高科技产业的发展促进了经济增长？是否可能因果倒置：高尔夫球场和度假酒店的建成其实是旅游经济发展的结果？另外，在没有具体税收数额的情况下，给出百分比有参考意义吗？

（5）“improve Hopewell's economy”的方式可能有很多，在未经对比的情况下，我们能简单地下结论说“最好的”是什么吗？有没有可能影视娱乐产业才是最能促进当地经济发展的方式呢？
