日本驱离大量朝鲜渔船

Japan’s coastguard has forcibly expelled a flotilla of North Korean fishing vessels from its waters as tensions escalate with the Pyongyang regime.

日本海上保安厅把一大群朝鲜渔船强行驱离日本海域。目前东京与平壤政权之间的紧张出现升级。

The coastguard said it had issued more than 820 warnings since early July to ships intruding on the Yamato Bank, a rich fishing ground inside Japan’s exclusive economic zone, and fired water cannon on vessels that refused to depart.

海上保安厅表示,自7月初以来,它已向闯入大和堆(Yamato Bank)的渔船发出820余次警告,并向一些拒绝离开的渔船发射了水炮(题图为发射水炮)。大和堆是日本专属经济区范围内的一个渔场,拥有丰富渔业资源。

The fishing dispute marks a fresh confrontation with North Korea after Kim Jong Un’s regime launched a ballistic missile over Japan on Monday. The illegal fishing highlights Pyongyang’s desperation for food to feed its population.

在金正恩(Kim Jong Un)政权周二发射飞越日本的弹道导弹后,这起渔业争端标志着日本与朝鲜之间的又一起对抗。非法捕鱼突显了平壤方面竭力为其人口提供食物。

Until Beijing tightened sanctions this month, seafood exports to China were also a source of foreign exchange.

Japanese fishermen have complained about the increasing scarcity of fish and squid on the Yamato Bank, an area of shallow water in the Sea of Japan, one of a growing number of fishing disputes in Asia.

日本渔民们抱怨称,大和堆的鱼和鱿鱼越来越少了,这里是日本海一个水深相对较浅的海域,也是亚洲一个越来越多渔业争端的发生地。

Every year, North Korea sends out flotillas of rickety wooden boats on risky expeditions in the Sea of Japan. A steady stream of them wash up on Japanese shores in the autumn, the crew dead from starvation or exposure, after suffering from storms or engine failure.

每年,朝鲜都会派出大量摇摇晃晃的木船向日本海进发,进行高风险的捕鱼作业。每年秋天都会有一些木船被冲上日本海岸,其船员在遭受风暴或发动机故障后死于饥饿或严酷自然条件。

Food provision by North Korea’s public distribution system can be sporadic, according to analysts of the totalitarian state, so the protein provided by fish is desperately needed to keep families in good health.

专门研究朝鲜的分析人士表示,这个极权主义国家的公共配给制度下的粮食供应可能是时有时无的,因此迫切需要鱼类提供的蛋白质以保持家庭的健康。

Coastguard officials said this year’s intrusions by North Korean vessels were unprecedented both in their scale and by how early they started. Aerial surveillance in early July showed dozens of trawlers fishing for squid inside Japanese waters.

海上保安厅官员表示,今年朝鲜渔船的入侵规模和开始时间之早都是前所未有的。7月初的空中监视显示,有数十艘拖网渔船在日本水域捕捞鱿鱼。

In response, the coastguard gathered large patrol boats from around Japan to drive the North Korean vessels away. “We gave warnings by voice, steam whistle, high-volume Long Range Acoustic Devices and by surrounding vessels,” said the coastguard. “Finally, vessels that did not withdraw were sprayed with water.”

作为回应,海上保安厅从日本各地调集了大型巡逻艇以驱赶朝鲜渔船。“我方通过语音、蒸气哨声、高音量远程声学设备,以及包围这些船只来发出警告,”海上保安厅表示。“最后,没有撤出的船只遭遇水炮发射。”

The coastguard insisted it had not sunk any vessels or washed any North Korean sailors overboard. It said the vessels were so small it did not fire water cannon at them directly, for fear of flooding and sinking them.

海上保安厅坚称,日方没有导致任何渔船沉没,也没有把任何朝鲜水手冲入大海。该部门表示,由于朝鲜的船只很小,日方没有直接对其发射水炮,担心这些船只进水和沉没。

Confrontations peaked in mid- and late July. By the middle of August, said the coastguard, reconnaissance photos showed the Yamato Bank to be largely clear of North Korean ships.

双方的对抗在7月中旬和下旬达到高峰。海上保安厅称,到了8月中旬,侦察照片显示,大和堆已基本上没有朝鲜渔船。

The need to chase off North Korean fishing vessels has stretched Japan’s coastguard, which also maintains a large presence near the disputed Senkaku or Diaoyu islands, where Chinese vessels often fish in the contested waters.

驱逐朝鲜渔船的需要使日本海上保安厅资源紧张,该部门还需要在有争议的尖阁诸岛(Senkaku)——中国称为钓鱼岛及其附属岛屿——保持强大存在,中国渔船往往在那里的有争议水域捕鱼。
