Libya's interim government is about to hand power to the new General National Congress which was formed after last month's elections, a significant moment on the political transition. The interim government was made up of the opposition forces that toppled Colonel Gaddafi a year ago and will be dissolved once power has been transferred. Jeremy Bowen reports.

Libya's National Transitional Council which led the revolt against Colonel Gaddafi will hand over power to the assembly after elections that went more smoothly than some predicted. The big question, though is what those powers are worth. Since the fall of the Colonel last year, the transitional council has struggled to create a central government. A great deal of power has remained in the hands of the militias who did the fighting in the civil war. While Tripoli, the capital, looks bustling and open for business, sporadic violence continues.

The Egyptian President Mohammed Mursi has sacked the country's intelligence chief and the governor of North Sinai just days after an attack by militants that killed 16 border guards. In an unprecedented military operation in Sinai, the Egyptian army backed by aircraft says it killed 20 Islamist militants and destroyed two armored vehicles near the border with Israel in Gaza. Yolande Knell reports.

Tanks and other heavy weaponry have been deployed to the Sinai as part of this continuing campaign. Under the terms of the 1979 Peace Treaty, this build-up has been approved by Israel. Its leaders say they share a common interest with Egypt in restoring quiet to this restive border region where Islamist militants have gained a foodhold .

Russian prosecutors have reviewed how an reclusive Islamic sect kept 27 children hidden underground, many of them for more than a decade. Health officials in the Republic of Tatarstan say some of the children had never seen daylight. They were discovered last week as part of an investigation into the killing of senior Muslim cleric in July. The sect's founder has been charged with negligence.

At the Olympic Games, the American athletes have had a successful day in the track. The USA's Allyson Felix won gold in the women's 200m final with Jamaica's Shelly-Ann Fraser-Pryce picking up silver and Carmelita Jeter, also the USA, winning the bronze.

The 200m final is underway. And Shelly-Ann Fraser-Pryce got up against stubborn Veronica Campbell-Brown already running down Sanya Richards-Ross. Allyson Felix, really stridding down her home street. Praise and prize are going for the unique couble here. But it's Allyson Felix only. Shelly-Ann Fraser-Pryce gets the silver and Carmelita Jeter gets the bronze, wow. In the men's 110m hurdles final, America's Aries Merritt stormed into gold.

The United Nations Secretary-General Ban Ki-Moon has warned the Security Council of a worsening humanitarian crisis in Mali. And he expressed concerns over human rights abuses in the north of the country. From the UN, Barbara Plett.

Ban Ki-Moon called on the Security Council to consider imposing travel bans and asset freezes on armed groups who had taken over northern Mali. He cited a list of reported human rights abuses carried out by local extremists, and he warned that an influx of international ji-hadists could turn the territory into a safe haven for terrorists and criminals. An envoy of the West African bloc Ecowas, Salamatu Hussaini Suleiman, said no country in Africa would be safe if that happened. Ecowas is pushing the UN to approve the deployment of an African force to help secure Mali's politically volatile south and take back the north from the rebels.

The Ukrainian President Viktor Yanukovych has signed into law a controversial bill that boots the status of the Russian language in Ukraine. It is now an official regional language in the predominantly Russian speaking areas in eastern and southern Ukraine. Although Ukrainian remains the sole state language, Mr. Yanukovych, himself is a native Russian speaker. And the opponents have accused him of pandering to Russian voters.

Two people were killed in the Nigerian capital Abuja when two unfinished buildings in the city collapsed. Construction has been stopped by the authorities because the buildings do not meet local regulations, but hundreds people have moved in and were living there illegally.

Colombian police have arrested one of the country's main drug lords, Erikson Vargas alias Sebastian. He was a head of an underworld organization that the authorities say has killed more people than any other criminal network in Colombia in the last decade. The Colombian defense minister said Erikson Vargas would be extradited to the United States. President Juan Manuel Santos described the arrest of Sebastian as a super blow to crime.
