11月12日，国家主席习近平向“杂交水稻援外与世界粮食安全”国际论坛发表书面致辞。该论坛当日在北京举行，由国家国际发展合作署、农业农村部、国家粮食和物资储备局共同主办。
Chinese President Xi Jinping delivered a written speech at the International Forum on Hybrid Rice Assistance and Global Food Security, which was held Saturday in Beijing. The forum was co-hosted by the China International Development Cooperation Agency, the Ministry of Agriculture and Rural Affairs, and the National Food and Strategic Reserves Administration.

1973年，以袁隆平为代表的中国科研工作者，成功解决杂交水稻技术难关，水稻产量倍增。自1979年中方首次对外提供杂交水稻种子以来，中国杂交水稻已在亚洲、非洲、美洲数十个国家和地区推广种植，年种植面积达800万公顷。中方还通过国际培训班为80多个发展中国家培训超过1.4万名杂交水稻专业技术人才。据不完全统计，截至2021年底，仅在中国—联合国粮农组织南南合作框架下，中国就已向40多个国家和地区派出了近1100名农业专家和技术员，占联合国粮农组织南南合作框架下派出专家总数的60%。

粮食安全是事关人类生存的根本性问题。半个世纪前，杂交水稻在中国率先成功研发并大面积推广，助力中国用不足全球9%的耕地，解决世界近五分之一人口吃饭问题，成为世界第一大粮食生产国和第三大粮食出口国。自1979年起，杂交水稻远播五大洲近70国，为各国粮食增产和农业发展作出突出贡献，为解决发展中国家粮食短缺问题提供了中国方案。
Food security is fundamental to human survival. Half a century ago, hybrid rice was first successfully developed and planted widely in China. Thanks to this technology, China has managed to feed nearly 20 percent of the world's population with less than 9 percent of the world's arable land, and has become the largest food producer and the third largest food exporter in the world. From 1979, hybrid rice began to be introduced to the world, benefitting nearly 70 countries across five continents. This has been a remarkable contribution to their grain output increase and agricultural development, and offered a Chinese solution to food shortages in developing countries
