On November 15, local time, the UN Security Council held a meeting to vote on the current situation between Palestine and Israel, and voted to adopt a resolution focusing on humanitarian concerns and highlighting the protection of children. Zhang Jun, China's Permanent representative to the UN, chaired the meeting as the rotating president of the Security Council this month.

当地时间11月15日，联合国安理会举行会议，就当前巴以局势表决通过一项聚焦人道关切、突出保护儿童的决议。中国常驻联合国代表张军作为安理会本月轮值主席主持会议。

This is the first resolution adopted by the Security Council since the outbreak of a new round of Palestinian-Israeli conflict on October 7, and the first resolution adopted by the Security Council on the Palestinian-Israeli issue since the end of 2016.

这是10月7日巴以新一轮冲突爆发以来安理会首次通过决议，也是2016年底以来安理会就巴以问题通过的第一项决议。

The resolution was drafted by Malta. The resolution expresses its deep concern at the humanitarian situation in the Gaza Strip and its serious impact on civilians, in particular children. The resolution calls for the urgent implementation of an extended humanitarian pause of sufficient days throughout the Gaza Strip to allow for the provision of essential goods and services, emergency relief and recovery efforts, including the search of missing children in damaged and destroyed buildings and the arrangement of medical evacuations for sick and wounded children. It also rejects forced displacement, stresses the protection of all medical and humanitarian workers, humanitarian sites and critical infrastructure, and calls for the immediate and unconditional release of all hostages held.

China voted in favor of the vote. In his explanatory remarks after the vote, Zhang Jun said that China always supports all efforts aimed at promoting a ceasefire, ending the fighting and restoring peace, and welcomes any initiative that is conducive to protecting civilians and easing the humanitarian crisis. China voted in favour of the draft resolution proposed by Malta, while noting that the Security Council should have adopted a more comprehensive and stronger resolution earlier. For reasons that are well known, the current resolution can only be a first step based on a minimum of consensus. Nonetheless, the resolution is a positive step towards a ceasefire, a bottom-line requirement to save lives and avert an even greater humanitarian crisis and disaster.

中国在表决中投了赞成票。张军在表决后的解释性发言中表示，中国始终支持一切旨在推动停火止战、恢复和平的努力，欢迎任何有利于保护平民、缓解人道危机的倡议。中国对马耳他提出的决议草案投了赞成票，同时要指出，安理会本应在更早时候通过一项更加全面有力的决议。因为众所周知的原因，目前这项决议只能基于最低限度共识迈出第一步。尽管如此，决议依然具有积极意义，开启了推动停火的初始步骤，是拯救生命的底线要求，有助于避免更大人道危机和灾难。

Zhang Jun said that China looks forward to an immediate and lasting humanitarian pause, as required by the resolution, to ensure that there is a cessation of hostilities for several consecutive days, so that the UN humanitarian agencies and other humanitarian agencies can carry out comprehensive humanitarian operations. China is seriously concerned about and firmly opposed to the clear violation of international humanitarian law in Gaza. Urges Israel to immediately cease military operations against civilian facilities, including hospitals, and firmly opposes any forced displacement or relocation of Palestinian civilians. China once again calls for ensuring the personal safety and humanitarian needs of the detainees, and supports active diplomatic efforts to push for their early release.

张军表示，中方期待根据决议要求，立即实现持久的人道暂停，确保有连续数日的停止敌对行动，以便联合国人道机构等全面开展人道行动。中方对在加沙发生的明显违反国际人道法的行为表示严重关切和坚决反对。敦促以色列立即停止针对医院等民用设施的军事行动，坚决反对任何针对巴勒斯坦平民的强迫流离失所和强制迁移。中方再次呼吁保障被扣押人员的人身安全和人道需求，支持开展积极外交努力，推动相关人员尽早获释。

Zhang Jun pointed out that the effectiveness of the Security Council resolutions lies in their implementation, and the key is for the parties concerned to implement the requirements of the resolutions to the letter. The Council should seriously consider establishing the necessary mechanisms to follow up and monitor and report on the implementation of this resolution.

张军指出，安理会决议的效力在于执行，关键是要当事方将决议要求不折不扣落到实处。安理会应认真考虑建立必要机制，采取后续行动，监督并报告这项决议的执行情况。

Zhang Jun stressed that the Security Council must take further meaningful and responsible actions in a timely manner in light of the developments on the ground. An immediate ceasefire must continue to be the overriding priority to prevent further casualties and destruction from a prolonged period of fighting. Humanitarian space must be made a priority to clear the way for adequate humanitarian supplies to enter Gaza and to create the necessary conditions for humanitarian agencies to carry out their work safely and without hindrance. We must take reactivating the prospect of a two-state solution as the way forward, and pool diplomatic efforts in all directions for a comprehensive, just and lasting settlement of the Palestinian issue. China stresses that any arrangement on the future of Gaza must respect the will and independent choice of the Palestinian people.

张军强调，安理会必须结合地面形势发展，及时采取有意义、负责任的进一步行动。必须继续将立即停火作为压倒一切的优先目标，防止战事持续延宕带来更多伤亡与破坏。必须将开辟人道空间作为一项重点任务，为充足的人道物资进入加沙扫清障碍，为人道机构安全、无阻碍开展工作创造必要条件。必须将重新激活“两国方案”前景作为前进方向，汇聚各个方向的外交努力，推动巴勒斯坦问题全面公正持久解决。中方强调，关于加沙未来的任何安排，都必须尊重巴勒斯坦人民的意愿和自主选择。

Zhang Jun said that on issues concerning war and peace and long-term peace in the Middle East, the Security Council must stand on the side of justice and make a choice that can stand the test of history. As the rotating president of the Security Council this month, China will continue to strengthen coordination with all parties, build consensus and push the Security Council to shoulder its due responsibilities.

张军说，在关乎战争与和平、关乎中东地区长治久安的问题上，安理会必须站在正义一边，作出经得起历史检验的抉择。中国作为本月安理会轮值主席，将同各方继续加强协调，凝聚共识，推动安理会承担起应有责任。

In addition to China, 11 other members voted in favour. The United States and Britain abstained, arguing that the resolution failed to explicitly condemn Hamas. Russia also abstained from the vote, stressing that a humanitarian pause cannot replace an immediate ceasefire.

在这次表决中，除中国外，另有11个成员投了赞成票。美国、英国投了弃权票，认为决议未能明确谴责哈马斯。俄罗斯也投了弃权票，强调人道暂停不能取代立即实现停火。
