准时到残忍!中国高铁全球圈粉,外国人和外媒都怎么看?

近日,中国高铁在国外又狠狠圈了一把粉。安全、舒适、快捷、准时到残忍——外国人如此盛赞的中国高铁到底有什么魅力?外媒如何看待中国高铁的成败得失?这一次的中国高铁热,你怎么看?

速度与激情:中国高铁

不到十年前,中国的城市之间还没有用高铁(high speed rail lines)连通。而今天,中国的高速铁路已经架起了两万多千米,比世界上其他所有国家的加起来还要长(more than the rest of the world combined)。

不过中国高铁的步伐未止于此。根据计划,中国政府将在2025年之前再铺设(lay)15000千米的高速铁路(见下图)。随着高铁线路的铺设,高铁沿线的城市崛起(urban growth alongside the tracks)也令人吃惊。 每隔一段距离(at regular intervals)—— 只要一个地方建起了高铁站,即使是不毛之地(in the middle of nowhere),林立的办公楼(thickets of newly built offices)和居住街区(residential blocks)也会拔地而起(rise from the ground)。

不过在这股高铁修建热潮(in their rush to build)中,一些浪费也是难以避免(inevitable)的,中国从中获得的收益能抵过损失吗(whether gains will outweigh losses)?

据《经济学人》杂志报道,中国的领导者希望复制英美国家19世纪时的发展模式,利用高铁催生出一系列铁路重镇(railway towns)。如今距京沪高铁(中国最繁忙的一条运行线路)通车已有五年,我们应该可以就中国高铁的功过做一个初步决断(tentative verdict)。

据研究,交通最繁忙的高铁线乘客有一半属于“新增交通量”(generated traffic)——即在高铁建成后人们才开始选择往来该段路线。

这对于经济来说无疑(unquestionably)是利好的。在中国富有生产力(most productive)的这些城市,随着在贫困地区建通高铁,输入资金和技术,这些城市的劳动力市场和消费者市场(the pool of labour and consumers)都得以扩大提高。

高铁带来的经济效益很难准确评估。

Traditional analyses focus on the financial performance of high-speed rail lines, plus indirect results such as reduced road congestion.But bullet trains are more than just a mode of transport.China wants to build a “high-speed rail economy”.It is a twist on the theory of urban agglomeration—the idea that the bigger the city, the wealthier and more productive its people tend to be.The idea is to cap the size of mega-cities, but achieve the agglomeration effect with the help of bullet trains.

传统的分析着眼于高铁线路的财务业绩,外加道路拥挤缓解所带来的间接效益。但高铁并非只是一种交通方式。中国想打造一个“高铁经济”(high-speed rail economy)。这是中国城市群空间整合理论的一个变形——他们认为,城市越大,城市居民就会越富有,越具生产力。这个理念是为了限制超大城市的规模,通过高铁系统的帮助,实现城市集聚化效益。

中国认为,随着高铁网络的建立,城市会变得更加易于管理。世界银行(The World Bank)对此也持肯定积极的态度:在2014年的一个报告中,他们表示,高铁的经济效益巨大(very substantial),有可能推动中国沿海地区(coastal regions)的经济提高10%。

当然,中国大举推进高铁建设,也会有一定的风险。据经济合作与发展组织(OECD)估计,建设最高时速可达350kph的铁路线比最高速达250kph的线路花费要高90%。对于每年要搭载超过1亿人数,每次时长5小时以内的线路,如京沪铁路来说,更昂贵的350kph高铁也许还算合理(the more expensive type may be justifiable)。

但对于短途通行,比如上班族往返“睡城”(commuter towns)间,高铁刚加速到最高时速(only briefly accelerate to top speeds),就到达目的地了,高成本换来的高时速无用武之地;对那些长途之间通行人数很少的线路(longer journeys serving sparse populations)来说,高铁的成本也过于昂贵(prohibitively expensive)。

把冗长的经济分析暂时放在一边,透口气,我们来看一下中国高铁的消费体验——毕竟,高铁的自我实现在于服务消费者。

近日,在著名问答社区Quora上掀起了一股“中国高铁热”。一位用户在该平台上抛出问题:“在中国坐高铁是一种什么样的体验”(How does it feel to take the high speed train in China?),引来广大Quora国外用户的热情参与,老外们纷纷化身“中国高铁吹”,夸得令中国国内的网友们也心情激荡。

他曾经两次选择坐高铁从深圳到北京,而非飞机。在回答中,他还自问自答:你们也许会问,哪个疯子会这样做?之后又骄傲地回答,是我——我骄傲。

关于原因,他给出了如下的关键点:第一是高铁的价格极具竞争力(Price competitiveness),飞机经济舱同样的价格可以在高铁上买一等座,所以高铁是值得的。另外,时间因素(time factor)也是一个重要的点。此时,这位答主显示出了自己“中国通”的本色,让小编惊呆。
