From the above picture, we can see a balance; the left side stands for schools in remote mountainous areas and the right side refers to the ones in cities. The lever of the balance represents strategies of equal access to education. 1 How can we ensure an equal access to education? Obviously, it is the strategies of education fairness that can bridge the gaps between schools of mountainous and urban areas. 2
