奥巴马获诺贝尔和平奖 世界哗然

10月9日,美国总统巴拉克-奥巴马摘得诺贝尔和平奖,因其为世界带来“对美好未来的希望”,以及他在呼吁减少全球核武器上的努力。这一结果让世人为之震惊,人们对此的看法也褒贬不一。

US President Barack Obama won the Nobel Peace Prize on October 9th for giving the world "hope for a better future" and striving for nuclear disarmament, in a surprise award that drew criticism as well as praise.

奥巴马就任总统一职还不要9个月,迄今为止,在外交政策上并无巨大胜利。授予他这一世界顶级的称号让奥斯陆(挪威首都)发布会上的记者们大为震惊。

The decision to bestow one of the world`s top accolades on a president less than nine months into his first term, who has yet to score a major foreign policy success, provoked gasps of surprise from journalists at the announcement in Oslo.

挪威诺贝尔委员会表彰奥巴马“在加强国际外交及各国人民之间合作上做出的非凡努力”。

The Norwegian Nobel Committee praised Obama for "his extraordinary efforts to strengthen international diplomacy and cooperation between peoples".

作为首位非洲裔美国最高领导人,今年1月就职以来,奥巴马一直致力于呼吁核裁军,推进中东和平进程。

The first African-American to hold his country`s highest office, Obama has called for disarmament and worked to restart the stalled Middle East peace process since taking office in January.

“很少有人能做到奥巴马那样,吸引全世界的目光,并给人们带来更美好未来的希望。”诺贝尔评奖委员会表示。

"Very rarely has a person to the same extent as Obama captured the world`s attention and given its people hope for a better future," the committee said in a citation.

奖项公布后,前诺贝尔得主、政治家纳尔逊曼德拉、戈尔巴乔夫纷纷表示赞扬。另一方面,这项决定也遭到反对,特别是在阿拉伯和穆斯林国家,他们认为该决定考虑不周、有失偏颇。

While the decision won praise from statesmen like Nelson Mandela and Mikhail Gorbachev, both former Nobel laureates, it was also attacked, especially in parts of the Arab and Muslim world, as hasty and undeserved.

目前控制加沙地带的巴勒斯坦伊斯兰抵抗运动(哈马斯)领导人表示颁布该奖项过于草率。哈马斯反对同以色列签署和平条约。

The Palestinian Islamist movement Hamas, which controls the Gaza Strip and opposes a peace treaty with Israel, said the award was premature at best.

“要胜任这一称号,奥巴马还有很长的路要走,有很多工作要做。”哈马斯发言人Sami Abu Zuhri说:“除了做出承诺,他没有为世界和平做出任何实质贡献。在阿拉伯和穆斯林问题上,他也没有做出任何努力来确保公平正义。”

"Obama has a long way to go still and lots of work to do before he can deserve a reward," said Hamas official Sami Abu Zuhri. "Obama only made promises and did not contribute any substance to world peace. And he has not done anything to ensure justice for the sake of Arab and Muslim causes."

伊拉克首都巴格达的日工Issam al-Khazraji说:“这个奖项,他受之有愧。所有这些问题--从伊拉克到阿富汗,都没有得到解决。这个打着'变革'大旗的人仍未带来任何改变。”

Issam al-Khazraji, a day labourer in Baghdad, said: "He doesn`t deserve this prize. All these problems -- Iraq, Afghanistan -- have not been solved...The man of `change` hasn`t changed anything yet."

伊斯兰阵线(巴基斯坦一个保守的宗教党派)高级长官Liaqat Baluch称该奖项为一个尴尬的“笑话”。

Liaqat Baluch, a senior leader of the Jamaat-e-Islami, a conservative religious party in Pakistan, called the award an embarrassing "joke".

然而,巴勒斯坦首席和平谈判代表埃拉卡特赞同将奖项颁发给奥巴马。他希望“他将能够实现中东地区的和平”。

But the chief Palestinian peace negotiator, Saeb Erekat, welcomed the award to Obama and expressed hope that "he will be able to achieve peace in the Middle East".

挪威诺贝尔奖评审会主席托尔比约恩-亚格兰不同意记者们关于奥巴马获奖尚早的言论。他说这是对他过去1年来所作出的努力的认可。

Nobel Committee Chairman Thorbjoern Jagland rejected suggestions from journalists that Obama was getting the prize too early, saying it recognised what he had already done over the past year.

委员会表示,“奥巴马为国际政治带来了新气象,为世界减少核武器做出了突出贡献。”

The committee said it attached "special importance to Obama`s vision of and work for a world without nuclear weapons", saying he had "created a new climate in international politics".

奥巴马4月份在布拉格发表了消除核武器的演讲,但是他并非首位提出该目标的美国总统。而且,他也表示在他有生之年可能没机会完成该梦想。

Obama laid out his vision on eliminating nuclear arms in a speech in Prague in April. But he was not the first American president to set that goal, and acknowledged it might not be reached in his lifetime.

此外,在其它紧迫问题上,他面临艰难抉择:是否要增派军队到阿富汗打击塔利班?在伊朗核问题和中东和平问题上,他也仍在寻找突破。以色列外交部长周四表示,短期内没有签署和平协议的可能。

On other pressing issues, he faces hard decisions on whether to send more troops to fight the Taliban in Afghanistan, and is still searching for breakthroughs on Iran`s disputed nuclear programme and on Middle East peace. Israel`s foreign minister said on Thursday there was no chance of a peace deal for many years.

在美国,由于持续上升的失业率和医改计划所导致的分歧甚至激烈辩论,奥巴马的声望显得有些萎靡不振。

At home, Obama`s popularity is flagging under the pressure of rising unemployment and a divisive, sometimes bitter debate over his healthcare reform plans.

而在国外,他仍被世人广泛视为鼓舞人心的形象。

Abroad, he is still widely seen around the world as an inspirational figure.

奥巴马是最近10年间第3位获得诺贝尔和平奖的美国民主党政要。在他之前,2007年美国前副总统戈尔和联合国气候变化小组共同获得诺贝尔和平奖,前总统吉米-卡特2002年获得该奖。

Obama is the third senior US Democrat to win the prize this decade after former Vice President Al Gore won in 2007 along with the UN climate panel and Jimmy Carter in 2002.

今年诺贝尔奖奖金为1000万瑞典克朗(约合140万美元)。奖金将于12月10日在挪威首都奥斯陆颁发。奥巴马已决定把140万奖金全部捐给慈善团体。

The prize worth 10 million Swedish crowns (.4 million) will be handed over in Oslo on December 10. He has decided to donate his about .4 million Nobel Peace prize money to charities.
